NTT Corporation (Head office: Chiyoda-ku, Tokyo; President and CEO: Akira Shimada; hereinafter "NTT"), NTT Urban Solutions Corporation (Head office: Chiyoda-ku, Tokyo; President and CEO: Kou Ikeda; hereinafter "NTT Urban Solutions"), and NTT Urban Development Corporation (Head office: Chiyoda-ku, Tokyo; President and CEO: Kou Ikeda; hereinafter "NTT Urban Development") will embark on the "Creating a City of Light powered by IOWN" (hereinafter "this initiative"), which will see the implementation of the next-generation information and communications infrastructure "IOWN *1", a concept promoted primarily by NTT, and will enable cities to continue to evolve as technology advances.
The first phase of this initiative will be promoted at the NTT Hibiya Tower (scheduled for completion at the end of October 2031, hereinafter referred to as "the Tower"), which is currently being developed in Chiyoda Ward, Tokyo, by NTT Urban Development and TEPCO Power Grid, Inc. The Tower will play a part in realizing the next-generation smart city envisioned for the Uchisaiwaicho 1-chome Block *2, which includes the Tower.
Hibiya is a place that holds a special place in our hearts, as it was the headquarters of the then Nippon Telegraph and Telephone Public Corporation (now NTT) in 1961. NTT plans to relocate its headquarters to the new tower being constructed here, and by bringing together the technological capabilities and know-how of the NTT Group *3 that it has cultivated over the years, we will provide unprecedented new value and achieve overwhelmingly low power consumption. Furthermore, through co-creation with our partner companies, we will combine diverse knowledge and cutting-edge technologies to promote the realization of a more sustainable and attractive society centered on people.

Japan is currently facing serious social issues, such as labor shortages due to a declining birthrate and aging population, global warming due to climate change, and frequent natural disasters, making it urgent to take measures to realize a sustainable society. Furthermore, while the expansion of the AI, robotics, and mobility markets is enriching people's lives, there are concerns about a significant increase in electricity consumption.
In response to these challenges, we are taking on the challenge of transforming society by utilizing IOWN, a next-generation information and communications infrastructure that processes massive amounts of data with high capacity, low latency, and low power consumption. Supporting society with this infrastructure will enable us to solve problems in a wide range of fields, including improving the efficiency and automation of corporate operations, predicting disasters and climate, and automatically controlling infrastructure and the environment. In addition to spatial transmission via IOWN, by utilizing services that combine advanced technologies such as NTT's version of LLM "tsuzumi2 *4" and large-scale AI collaboration technology "AI Constellation *5," we will improve the work efficiency and productivity of companies and office workers and achieve co-creation across borders.
In the future, ideas that come up in meetings will be easily modeled, and the robot will sometimes act as a sounding board, sometimes as a concierge, and sometimes as a business consultant searching for and presenting materials, thereby supporting more creative activities than ever before and creating an environment that maximizes the performance of office workers.

②Newlifestyles and entertainment
IOWN will connect cities and areas around the world in real time, enabling unprecedented lifestyle entertainment. Located on the lower floors of the tower, the large-scale passage atrium space (tentative name) Cross Gate, which connects to Hibiya Park, will feature large LED screens integrated into the walls and ceiling, creating a vast indoor presentation and entertainment space.
For example, it can be used to simultaneously announce new products and services from companies around the world and across Japan, for advertising campaigns to increase corporate value, and for events that are integrated with the commercial facilities on the lower floors.Even when there are no events taking place, it can function as a place for office workers and visitors to work and relax.
In the future, by combining technologies that create a deeper sense of immersion, such as NTT's "Audio XR Technology," which provides an acoustic experience that combines the real and virtual worlds, it will be possible to provide experiences tailored to a variety of purposes, such as video galleries and art exhibitions linked to venues around the world, as well as experiential games and attractions.

3)Sustainability through ultra-low power consumption
The tower's building performance and cutting-edge energy technology will support the provision of new value, such as new businesses and lifestyles, and contribute to the realization of a sustainable society.
Specifically, through ingenious design of the building specifications, the office space will be "ZEB Ready," which reduces the energy consumption required for conventional buildings by 50% or less. Furthermore, in addition to overwhelming "ultra-low power consumption" achieved through the use of photonics-electronics convergence devices, future predictions using AI based on IOWN will be used to optimally control building facilities, maximizing operational efficiency through "Just Enough Energy*6," which achieves both energy savings and comfort, reducing CO₂ emissions by 10 to 20%. Furthermore, the use of clean energy will enable carbon neutrality.
In the future, we will also work to further improve operational efficiency through new technologies such as photonic quantum computers, and to utilize next-generation clean energy sources such as hydrogen.
Future developments
The Uchisaiwaicho 1-chome block where this tower is located is one of the core hubs in central Tokyo, and will be transformed into a next-generation smart city that enables public-private partnerships and co-creation with companies and research institutions.
Toward the creation of a "City of Light" powered by IOWN, which will provide unprecedented new value and achieve overwhelmingly low power consumption, the tower will be used as a demonstration and implementation field, and the knowledge gained will be expanded to the surrounding area, nationwide, and around the world.
