Approval of the rights conversion plan for the Tsukiji 2-chome District Type 1 Urban Redevelopment Project

Nippon Steel Kowa Real Estate Co., Ltd. (Head office: Minato-ku, Tokyo; President and CEO: Masahiro Miwa) and NTT Urban Development Corporation (Head office: Chiyoda-ku, Tokyo; President and CEO: Kou Ikeda) are pleased to announce that they received approval for the rights conversion plan from the Governor of Tokyo on Wednesday, July 29, 2026, for the "Tsukiji 2-chome District Type 1 Urban Redevelopment Project" (hereinafter referred to as "this project"), which they are promoting as the implementing body.

We would also like to inform you that this project received certification as a private urban regeneration project plan from the Minister of Land, Infrastructure, Transport and Tourism on the same date.

The site for this project is located in an area of approximately 0.6 hectares, close to Tsukiji Honganji Temple and Kyobashi Tsukiji Elementary School in Chuo Ward, and adjacent to Tsukiji Station on the Tokyo Metro Hibiya Line. As a pioneering development project in the Tsukiji area, this urban redevelopment project will promote the development of new office and commercial facilities directly connected to Tsukiji Station, as well as public facilities.

The Tsukiji district, with its excellent transportation links, is a city with a history of disseminating Japanese food culture both domestically and internationally, centered around the former Tsukiji Market. It possesses rich potential for development in both business and tourism, and is expected to generate even more vibrancy and exchange in the future.

Currently, the "Tsukiji District Urban Development Project *1" at the former Tsukiji Market site and the "Tsukiji River Amenity Development Concept *2" for the Metropolitan Expressway Inner Ring Route are progressing concretely, making this an area where the momentum for urban development is increasing even further.

  • Tsukiji District Urban Development Project
    This project, promoted by the Tokyo Metropolitan Government in collaboration with Tsukiji Machizukuri Co., Ltd., aims to create an urban environment that will contribute to the sustainable growth of Tokyo and Japan by making maximum use of private sector resources in Tsukiji 5-chome and 6-chome, Chuo Ward, which are the former sites of the Tsukiji Market.
  • Tsukiji River Amenity Development Plan
    This is a plan announced by Chuo Ward in 2019 to utilize the space above the Tsukiji River section of the Metropolitan Expressway's Inner Ring Route as a pedestrian space, aiming to create an amenity space that supports diverse and international lifestyles. In 2024, Chuo Ward and the expressway operator concluded a basic agreement regarding the covering of the area.

Characteristics of this project

Development of office and commercial facilities: Creating a new "face of Tsukiji" that enhances the vibrancy and appeal of the town.

  • The office will provide a column-free space with a standard floor area of approximately 590 tsubo (approximately 1,950 square meters), offering a high-standard office environment that meets diverse corporate needs, thereby creating a new business and networking hub in the Tsukiji area.
  • The commercial facilities will be arranged in a multi-layered structure, both above ground and underground, along the pedestrian network connecting Tsukiji Station and Heisei-dori, which is directly connected to this project. They will create a vibrant and lively atmosphere, becoming a new "face of Tsukiji."

Development of public facilities: Formation of a pedestrian network that promotes interaction and movement among diverse people, starting from Tsukiji Station.

  • The subway entrances and the building will be directly connected, and a station plaza, which previously did not exist at Tsukiji Station, will be developed. In addition, the undergrounding of utility poles and the construction of new sidewalks along Ward Road 675, as well as cooperation in widening the sidewalks on Heisei Street, where the Tokyo streetcar used to run (implemented by Chuo Ward), will contribute to the formation of a wide-area pedestrian network.
  • We will develop a large-scale community plaza that will serve as a place for relaxation and community activities for workers, residents, and visitors, as well as a temporary waiting area in the event of a disaster. In addition, we will create green spaces along the pedestrian network and other areas to form a new public facility that is comfortable and inviting.
