The opening ceremony held today featured a ribbon-cutting ceremony with guests of honour, Osaka Prefecture Governor Hirofumi Yoshimura and Osaka City Mayor Hideyuki Yokoyama, marking a spectacular start. To commemorate the opening of the property, an opening event will be held from Friday, March 28th to Sunday, March 30th. In undertaking Osaka City's first Park-PFI project, the "Naniwa Palace Ruins Park (North Block) Development and Operation Project and Naniwa Palace Ruins (South Block) Management and Operation Project (hereinafter referred to as the "Project *1")," the Group has been developing Naniwa Palace Ruins Park *2 from three perspectives: as a historical park, an urban park, and a hub for the city, based on the concept of "Minnanoniwa Minnanoniwa Naniwa no Miya," with the aim of making it a place for visitors and local residents to gather.
As the administrator, our group will continue to work to make Naniwa Palace Ruins Park an even more attractive park.
- In preparation for the 1,400th anniversary of the capital's relocation to the Naniwa Palace ruins in 2050, this project aims to preserve and utilize the nationally designated historic site, "Naniwa Palace Ruins and Hoenzaka Ruins," and to pass it on to future generations. This project involves developing a park and creating a lively atmosphere by utilizing the entire Naniwa Palace ruins, so that people can experience the image of the historically fascinating Naniwa Palace ruins.
- Since the city planning for Naniwa Palace Park was decided as a historical park in 1974, development has been progressing while expanding the city planning area. The Naniwa Palace ruins are the remains of a palace that played a major role in Japan's ancient history, serving as the capital or secondary capital for about 150 years from the first year of the Taika era (645) to the third year of the Enryaku era (784). It is a valuable site designated as a national historic site as the "Naniwa Palace Ruins and Hoenzaka Ruins." Excavations have also revealed that the remains of a palace from the Age of Pigeons were made in the 16th century. Naniwa Nagae Toyosaki Shrine The existence of Naniwa Palace (Early Naniwa Palace, hereafter referred to as "Early") and Naniwa Palace (Late Naniwa Palace, hereafter referred to as "Late") from the Nara period has been revealed.
■About the opening event
From Friday, March 28th to Sunday, March 30th, various stage events are planned, including an open recording of FM802.
On the official social media accounts, a campaign is being held (until Monday, March 31st) where you can win a stay at the luxury hotel "Patina Osaka," which is scheduled to open on Thursday, May 1st. In addition, anyone who spends 1,500 yen or more (tax included, can be combined) at a "Nano Niwa" store will receive a limited edition picnic blanket.

■About the commercial facility "Nano Niwa"
Nano Niwa is a commercial facility integrated with a park that allows you to feel the richness of nature despite being located in the heart of the city. It features 13 attractive stores, including restaurants and food retailers. From the open stores and terrace seating that are connected to the park, you can enjoy food and drinks while looking out at the ruins and the lawn plaza. A take-out menu is also available within the park.

■Overview of the development of Naniwa Palace Ruins Park (northern block)
[Development as a historical park]
Respecting the historical significance of the Naniwa Palace ruins, the remains are displayed (late Imperial Palace Seiden , early/late period corridor , Starch deposition ruins ) and as part of the information dissemination efforts, historical explanation boards were installed at each site display.
(The ruins display has been arranged so as not to affect the actual underground ruins.)
[Development as an urban park]
The park and facilities are arranged in a continuous manner so that visitors can easily use them as a whole, and the shops have been arranged to create an open feel. Visitors can feel close to history and relax freely in the spacious grass plaza.
[Development as a hub for the city]
The area where the property is located is home to a concentration of places where you can learn about Osaka's history, such as Osaka Castle Park, the Naniwa Palace ruins, and the Osaka Museum of History. It is also in a highly convenient location with access to multiple train lines, and we aim to create a park that can be enjoyed by many people, including local residents, tourists, and visitors from a wide area.
In the Hoenzaka Kita Special Block adjacent to this property, accommodation facilities (Patina Osaka) and designated historic sites have been developed since the urban planning change in February 2021, with the aim of further developing the area around Osaka Castle and Naniwa Palace as a "historical and tourist hub." Patina Osaka will develop pedestrian spaces that are continuous with the green spaces of Osaka Castle Park and Naniwa Palace Ruins Park, promoting harmony with the surrounding area and mobility within the block.

Information dissemination efforts

Visitors can experience the scenery of the time by recreating the buildings from the Naniwa Palace period in webAR. The site also includes content such as explanations of the renovated remains and a timeline. The content was created with the cooperation of academic experts. To ensure that as many people as possible can enjoy the site, it is available in five languages *4 and is also available for foreign tourists visiting Japan.
Additionally, Osaka Free Wi-Fi is available within the park.

Environmentally conscious initiatives
[Lawn-mowing robot]
To ensure healthy grass growth, we have trialed the use of a lawn-mowing robot to efficiently mow the grass evenly.

There are two EV chargers installed in the parking lot.
[Solar street light]
LED street lights with solar panels have been installed. By generating and storing electricity during the day, the lights can be lit at night or during power outages, ensuring the safety and security of park users.

For the new plantings, we selected tree species that are similar to those in Osaka Castle Park, with consideration given to creating a continuous green environment.
■Future operational policy
Even after the park opens, the group will continue to manage the park safely and securely.
In addition, from fiscal 2023, we will continue to develop and implement the attraction improvement activities ("NaniSapo" *5 (an initiative to foster and support various citizen activities)) that have been carried out at the Naniwa Palace ruins (southern block) with the aim of disseminating information about Naniwa Palace and creating excitement. This is a large-scale event and activity in collaboration with citizens.
